Constitution and By Laws of the Northeast Chapter of the

American Society for Clinical Laboratory Science – PA

CONSTITUTION

Article I:   NAME

            This organization shall be The Northeast Chapter of The American Society for Clinical Laboratory Science – PA. The geographical area of this society shall include: Columbia, Lackawanna, Luzerne, Pike, Susquehanna, Wayne and Wyoming Counties.

Article II:   PURPOSE

            The purpose of this organization shall be to:

1.                  Promote the professional advancement of Clinical Laboratory Service.

2.                  Encourage active members of ASCP into ASCLS – PA.

3.                  Conduct educational sessions within local Chapter throughout the designated fiscal year.

Article III:   MEMBERSHIP

            Membership rules shall be in accordance to those of The American Society for Clinical Laboratory Science – PA., and shall consist of various categories.

            Also, there shall be no discrimination in anyone to those working in the field of Medical Technology (Clinical Laboratory Science) who are not eligible to become active members of this society, but who are in accordance of this organization.

Article IV:   OFFICERS AND BOARD OF DIRECTORS

1.                  The Officers of this Society shall include a President, Vice President, Secretary, and Treasurer.

2.                  The Board of Directors shall be composed of the President, Vice President, Secretary, Treasurer, immediate past-president and two board members.

Article V:   MEETINGS

            Meetings of the Local Chapter Society shall be conducted at such times and locations as designated in the By Laws.

Article VI:   QUORUM

            A Quorum shall be a majority of those present at the annual business meeting and Board of Directors Meeting - the President or alternate and 50% of the Board members.

Article VII:   PARLIAMENTARY PROCEDURE

            All Parliamentary Regulations of this Society shall be conducted according to Robert’s Rules of Order, newly revised, except where otherwise specified in the By Laws.

BY LAWS

Article I:   CODE OF ETHICS

A.                 The Professional Conduct of all members of this society shall be governed by that of  The American Society for Clinical Laboratory Science – PA;

B.                 Demonstrate mutual commitments and better cooperation among our colleagues, physicians, and to the community at large;

C.                 Uphold the privacy and integrity of our patients; and

D.                 Endorse our professional status to the highest entity throughout our daily lives.

Article II:   MEMBERSHIP

            Section I:  The membership of this Society shall consist of the following categories in accordance to the National Society of ASCLS By Laws, which are Professional, Collaborative, Emeritus, and Student, along with an Associate and Honorary in compliance to our Local Chapter.

Section II:  Associate Membership shall be extended to individuals having a certificate from ASCP, or other agencies (AMT, NCA, etc.), and are in good standing with the Board of Registry (ASCP) along with specialties in Hematology, Chemistry, Blood Bank, Microbiology; and Cytology, etc., and lastly include members who have a certificate as a Laboratory Aide and/or Histo-Pathological Technician.

Section III:  Honorary Membership shall be granted to those who have done work of recognized merit and who have shown interest to this Local Chapter (Society).

Article III:   DUES

A.                 The amount of membership dues foe this Local Chapter Society shall be determined by the Board of Directors.

B.                 The ASCLS – PA- Northeast Chapter Fiscal Year shall be from September through May 31^st, inclusive.           

Article V:   MEETINGS

            Educational/Dinner Meetings along with annual business and Board of Directors Meetings shall be conducted throughout our Fiscal Year in designated places at convenience of members/speakers.
