BYLAWS AND SOCIETY REGULATIONS:
A district society shall be obligated under the charter granted by
this Society to regulate its members and its conduct of business by
means of its constitutional codes, so that the principles, policies
an procedures of the ASCLS and of this Society shall not be
superseded not obstructed. Duties, responsibilities and privileges
of a district society shall be defined in the Society Regulations.
DUTIES:
1. Each district society shall sustain its status of affiliation
with this Society by:
A. Requiring their members to abide by the Code of Ethics of
the ASCLS and of this Society.
B. Maintaining their constitutional codes and conduct of
their affairs and activities in accord with the principles, policies
and procedures of the ASCLS and of this Society.
C. Being responsible to this Society when the best interests
of the ASCLS are involved.
2. A district society shall provide for the types and
qualifications and privileges of membership specified in the Bylaws
of this Society and shall extend reciprocity of such membership to
other district societies chartered by this Society:
A. A district may establish a category of inactive
membership for persons who are eligible for membership in the ASCLS
and in the Society but who have less than 15% of full-time current
employment in the field of medical technology. Such membership,
though recognized as a meaningful commitment to the activities and
goals of this Society, shall not be construed as membership in the
ASCLS or in this Society.
B. A student branch may be organized by at least three
student members of this society, provided they have an advisor who
is an active member of this Society.
3. A district society may establish within its own organizational
structure special categories of membership for persons not eligible
for membership in this Society. A district society shall require
such members to abide by the Code of Ethics of the ASCLS and of this
Society and shall regulate such membership, by means of its
constitutional codes, in such a manner as to avoid conflict with or
influence on the principles, policies and procedures of this
Society. Such membership shall not be construed as membership in
the ASCLS or in this Society.
4. A district society shall submit all proposed amendments of its
constitutional codes to the Constitution and Bylaws committee of
this Society for review and approval before adoption. When
amendment of Bylaws or Society Regulations of this Society shall
require revision of a district society constitutional codes, each
district society shall be obligated to act to restore accord within
two years after adoption of such amendment. When a complete
revision of the Bylaws or Society Regulations of this Society shall
have occurred, the grace period shall be three years and may be
extended by direction of the House of Delegates. A district society
may appeal an unfavorable decision to the Board of Directors of this
Society. Upon adoption of amendments to district society codes, an
official copy of the amended codes shall be transmitted to the Chair
of the Bylaws Committee of this Society and there placed on file.
5. A district society shall furnish to the President of this
Society all such information necessary to the organizational
function of this Society. Within thirty days after the fact, a
district society shall transmit the names and pertinent information
of officers elected or committee Chairmen appointed to positions in
that district society.
6. A district Society will be considered “active” if it holds at
least three educational meetings, or the State Annual Meeting, and
one Board Meeting during the course of the
ASCLS-PA fiscal year (September 1- August 31). In
addition, the Chapter President or appointed alternate must attend
at least one
ASCLS-PA Board Meeting during the year.
A chapter will not be considered inactive until it fails to meet
the above requirements for two consecutive years.
DUTIES OF THE DISTRICT SOCIETY:
1. May submit in writing, suggestions for modifications to the
Society Regulations to the Board of Directors of this Society.
2. May submit amendments to the Bylaws of this Society, in writing
(5 copies) to the Bylaws committee of this Society no less than
seven months in advance of the next annual meeting.
3. Elect or select delegates from the district society to the ASCLS
House of Delegates at ASCLS’ annual meeting, and send the list of
names and pertinent information to the President of this Society by
April 1st. The
ASCLS-PA House of Delegates will elect the Delegates to
the ASCLS House of Delegates.
4. Elect a member to serve on the
ASCLS-PA Nominations and Elections Committee, the
ASCLS-PA Membership Committee, and the
ASCLS-PA Awards Committee, and send the name and
address to the President of this Society immediately after election,
so a Chair can be appointed and the Nominations and Elections
Committee begins its duties.
DUTIES OF DISTRICT SOCIETY PRESIDENT AS RELATED TO
ASCLS-PA:
1. Send to the President of
ASCLS-PA, all such information necessary to the
organizational function of this Society.
2. Within thirty days after the fact, transmit the names and
pertinent information (current address, business and home phone
numbers) of officers elected or committee Chairmen appointed to
positions in that district society.
3. Direct the District Society Treasurer to file Internal Revenue
Service report annually.
4. Have district society elect an active member to serve on the
ASCLS-PA Nominations and Elections committee, the
ASCLS-PA Membership Committee, and the
ASCLS-PA Awards Committee. These people should be
elected in May, and his name, address, business and phone numbers
sent to the President within thirty (30) days after election.
5. Attend the
ASCLS-PA Board of Directors meeting, if possible, or
send an alternate to represent the district. The alternate will not
be able to vote and can relay information to the district.
6. For the determination of the number of delegates to the
ASCLS-PA House of Delegates consult with the Membership
Committee Chair for the number of professional and emeritus members
in the district society. Send the list of district society
delegates to the Chair of the Credentials Committee and the
ASCLS-PA State President.
7. Appoint appropriate number of people to work with
ASCLS-PA Committees listed below. These people could
also serve as district society committee Chairs. These are
suggestions only:
A. AWARDS COMMITTEE: Possibly one person to
publicize awards and advise and encourage members and students to
submit papers for
ASCLS-PA and ASCLS awards. Also to submit names for
the Dolbey Award to
ASCLS-PA Awards Committee.
B. FINANCE COMMITTEE: Possibly one member to work
with
ASCLS-PA finance committee to help find means to raise
money for the Continuing Education
Assistanceship.
C. GOVERNMENT LIAISON: One person to work with
ASCLS-PA Committee.
D. CAREER RECRUITMENT: Possibly one person to work
with
ASCLS-PA Committee for student recruitment and
professional reactivation.
E. EDUCATION: Possibly three people, one as Chair:
(1) Assist with Continuing Education
Assistanceship Committee.
(2) Liaison with TekTrek for
continuing education.
(3) Teaching methods and aids.
F. PROFESSIONAL AND PUBLIC RELATIONS: Possibly one
person to work with
ASCLS-PA Committee for public image, communications
media, membership services and personnel relations. This person
also to coordinate National Laboratory Week in the Chapter, working
with the
ASCLS-PA Committee.
G. BYLAWS: One person to work with the
ASCLS-PA Committee, keeping district society codes
updated.
H. MEMBERSHIP DEVELOPMENT: Appoint one person to a
three year term, to be part of
ASCLS-PA Committee to keep up with new members, to
contact lapsed members and to encourage all members to retain their
membership. (Appointment confirmed by next two presidents).
I. NOMINATIONS: Persons elected as chapter
representative could be Chair of this committee. Responsible for
securing names of people to run for State offices, as well as for
vacancies in the District Society.
8. Prepare a report of society activities to be presented at the
Fall and Spring Board Meetings and to the House of Delegates.
9. Appoint a member to be reporter for the district and to submit a
report to the official publication for each edition of the paper.
DUTIES AS RELATED TO DISTRICT:
1. Schedule a meeting of all officers and committee Chairs to plan
the year’s activities and define the responsibilities of each
individual. This meeting to be scheduled early in the fiscal year,
so the society can begin to function as a cohesive group.
2. Conduct the business meetings.
3. Keep the Chapter apprised of ASCLS and
ASCLS-PA functions as they relate to the Chapter.
4. Appoint all committee Chairs, and recommend they select their own
committees and report names, addresses, business and home phone
numbers to the
ASCLS-PA president as soon as they are selected.
5. Oversee the general activities of the Chapter.
6. To do all that is necessary to have the chapter function
correctly.
