BYLAWS AND SOCIETY REGULATIONS:
This committee shall be composed of the President-elect, the
immediate past Treasurer, three members appointed by the President,
one member appointed annually, each member to serve a three-year
term and the Chair appointed by the President. The Chair must be a
professional or emeritus member. The current Treasurer serves as an
ad hoc committee member.
DUTIES:
1. Assist the
Treasurer in preparing the annual budget for the Society.
2. Study the
ways and means of meeting allotments established in the budget.
3. Secure a
bond for the Treasurer and other officers designated for the
signatures on the bank accounts.
4. Review bank
reconciliation and appropriate documents submitted by the Treasurer
on a quarterly basis.
5. Maintain
close contact with the Board liaison.
6. Send a
report of committee activities to the President one month prior to
the Board of Directors meeting.
7. Review the
Society taxes submitted by the Treasurer.
8. Assist with
an internal audit, or help the Treasurer secure an external audit of
the society books. Review recommendation of the auditor and make
appropriate recommendations to the
ASCLS-PA
Board of Directors.
At the beginning of a New Treasurer's Term, the Finance Committee
Chair will assist the new Treasurer and gain confidence of their
abilities.
a. The Finance Chair will assist the new Treasurer in using the
computer software program.
b. The new Treasurer will send all paperwork and bank statements
to the Finance Chair for transactions dated 9/1 through 2/28 of the
first year of the
person's term of office.
c. The Finance Committee will enter the transactions and produce a
report, which will be compared to the report produced by the new
Treasurer.
d. Discrepancies will be reviewed and corrected.
e. The same will be done for the second part of the year.
Thereafter, the internal audit should be performed no later than
December 31st of the year in
which the fiscal year ends.
