BYLAWS AND SOCIETY REGULATIONS:
There shall be an official publication of this Society which shall
be available to each member. This publication shall be known as
“The Pennsylvania Newsletter”. Other Society publications may be
developed, subject to the approval of the Board of Directors.
The editor-in-chief shall be a member
of this Society, well acquainted with the policies and functions of
the Society, as well as qualified with the knowledge, skills, and
experience required for publication of a scientific journal. The
editor may be an officer of this Society while serving his term as
editor.
The editor-in-chief shall be appointed
by the President and approved by the Board of Directors and shall
serve at the pleasure of the Board of Directors. The
editor-in-chief’s staff will consist of three associate editors
(Immediate Past President, President-elect and publications Board
Liaison) and any other staff from the membership necessary to
execute the publication.
DUTIES OF EDITOR-IN-CHIEF:
1. Print summaries of business of the Board of Directors meetings,
Committee reports and summary of annual meeting in the official
publication.
2. Publish:
A. An official list of
candidates and their qualifications.
B. Any amendments to the bylaws or modifications of the Society
regulations.
3. Publish bimonthly
or as directed by the Board of Directors.
4. The official publication will be supported by advertisers and
subsidized by the treasury, when necessary. The editor, in
consultation with the Finance Committee, shall prepare a budget for
the publication.
5. Send a copy of each issue to the Region II Director, to the ASCLS
Executive Office, to other State Publications Editors, State
Presidents, allied health organizations and to all
ASCLS-PA
members.
DUTIES OF ASSOCIATE EDITORS:
1. Each of the associate editors will be responsible for obtaining
articles from assigned committees (editor-in-chief will make
assignments yearly).
2. Articles shall be submitted to the editor-in-chief on or before
deadline dates of the publication.

CIRCULATION:
1. All
ASCLS-PA members

3. ASLCS executive office

6. Other allied health organizations
Frequency: as published
FUNDING:
1. Should be supplemented through
advertising.
2. Costs to
ASCLS-PA
should be budgeted or with the approval of the President.
3. Finances (advances, disbursements, receipts) should all be made
by the
ASCLS-PA Treasurer with the approval of the Finance
Committee.
4. The fiscal year is to coincide with that of
ASCLS-PA.
5. All approved expenses related to “The Pennsylvania Newsletter”
will be borne by
ASCLS-PA
to include: supplies, telephone, postage, typesetting or composing,
reproducing and printing, photography supplied (not equipment),
mailing labels, and other appropriate approved expenses.
ASCLS-PA
will not pay for time or services provided by members or other
parties unless specifically approved by the President.
ADVERTISING:
1. All advertisers should be approved
by the
ASCLS-PA
President and should represent reputable products or services
pertinent to medical laboratories or the profession of clinical
laboratory sciences.
2. All advertisers should pay the established rates. Notification
of events included in a routine calendar is not considered
advertising.
3. Rates and fees will be established by the editor with the
approval of the President. Generally, changes in rates should be
made effective January 1st to coincide with the fiscal year of the
majority of advertisers.
4. No advertisement may be printed without the specific approval of
the advertiser or their agent.
5. A copy of the issue, a copy of the advertiser’s authorization (or
a notation of the authorization number) and an invoice is to be sent
to the advertiser at the time of circulation. The invoice is to
include at least: (a) the name of the publication, (b) the date,
volume, number of the issue, (c) the name of the agency or
advertiser, (d) the number of copies circulated, (e) the balance
due, and (f) the party to whom the remittance should be addressed.
6. The editor (or a delegated assistant) will maintain a file of all
advertisers for seven years and monitor the status of each account.
LIBRARY:
An extra copy of each issue is to be
sent to the President for the files, to the File Custodian, and a
copy should be retained in the editor’s file to be given to the
succeeding editors.
CONTENTS:
Articles, photographs, or items for
publication may be submitted from any source. The nature of
materials may be of general or specific interest to the membership.
Items which would be offensive to the membership or which promote
standards, policies, or practices contrary to the position of
ASCLS-PA
should be excluded from the publication (unless they are intended to
promote a healthy stimulation of thought).
The editor should exercise the
privilege of correcting grammar, supplementing or deleting from the
submitted text (but only with the author’s approval for items of a
literary nature).
